After some of the complaints at the last World Cup, I think FIFA have succumbed to the pressure put on them by various countries.
Let's hope that the referees don't have too much involvement in any controversial games or episodes this time around.
As we all know, the referees never get the respect they deserve anyway. They become a penguin in a suit to most of the players.
One thing is for sure though, without the referees there would be madness and chaos, so they should at least be comended for being able to take all the criticism, allbeit for about a 1000th of the pay of the players that they are 'keeping safe!'
